Theory of change is the first step in TASO’s Monitoring and Evaluation Framework and the foundation to any well-planned evaluation. The latest Office for Students (OfS) consultation proposes that each intervention included in future Access and Participation Plans (APPs) includes a theory of change. Consequently, TASO will be bolstering support for the sector to assist with theory of change development.
